► Romania’s Air Defense is strengthened through the acquisition of SHORAD–VSHORAD Systems

The Ministry of National Defence – General Directorate for Armaments, through CN Romtehnica SA, and the Israeli company Rafael Advanced Defense Systems Ltd signed on Wednesday, June 24, the first subsequent contract under the framework agreement for the acquisition of SHORAD (Short Range Air Defense) – VSHORAD (Very Short Range Air Defense) anti-aircraft systems.

The first subsequent contract includes the acquisition of one integrated SHORAD–VSHORAD anti-aircraft system, three VSHORAD anti-aircraft systems, one SHORAD system, one training and education system, and one simulation system for testing and evaluating VSHORAD operators.

The value of the contract is 3.049 billion RON, excluding VAT.

The first two VSHORAD systems will be delivered within three years from the signing of the first subsequent contract, and operator training courses for these systems will be conducted before the start of acceptance activities.

The “SHORAD–VSHORAD Integrated Weapon System” procurement program aims to equip the Romanian Armed Forces with advanced weapon systems designed to protect against aerial threats, including drones and cruise missiles.

The SHORAD–VSHORAD systems represent an optimal combination of mobility, efficiency, and integration into modern defense networks, being compatible with NATO requirements.

The framework agreement, concluded in July 2025, provides for the signing of three subsequent contracts through which a total of six integrated SHORAD–VSHORAD anti-aircraft systems, one training and education system, one simulation system for testing and evaluating VSHORAD operators, six SHORAD systems, and six VSHORAD systems will be acquired, including ammunition, training, and logistical support. The total value of the acquisition is 10.33 billion RON, excluding VAT, i.e., approximately 2.038 billion euros, excluding VAT.

The acquisition, for which prior approval was obtained from the Romanian Parliament in accordance with specific legislation (cdep.ro/bp/docs/F1990344533/img05202020_0016.pdf), was conducted as a competitive procedure (restricted tender).
